Tennessee has no state income tax. If you live in the city, your city property taxes pay for garbage service. If you live in the county, you'll have to pay a private firm for garbage service or just take your own garbage to one of the many convenience centers throughout the county.
Knoxville does not have curbside recycling; you'll have to take your recyclables to a recycling center, of which there are many throughout Knox County (at the above-mentioned convenicne centers as well as many Kroger and Food City parking lots in the city).
Most of Knox County's utilities are provided through Knoxville Utilities Board (KUB). That includes water/sewer, gas, and electricity.
Your property taxes pay for the schools; there is no separate school tax.
