Thinking about moving to Newport but have read a lot of bad articles about the high crime rate.Is there a particular reason for this or is it in fact a not so safe place to live ?

This whole area is overrun in a cesspool of pills, guns, and murders over drugs and domestic issues. Avoid Cocke County at all costs. There seems to be more killing there than at a Smithfield hog slaughterhouse.

If you check City Data Stats on Crimes in Newport Tn, please noticeony 3 murders since 2001. Other crimes there were but only 3 murders. Smithfield hog slaughter house must not being doing to good.

They have a lot of other crimes, but murders?

Cocke county has a very bad reputation for local corruption and drugs. Just google Cocke county and corruption together and your computer screen will light up like the fourth of July. Its sad all that corruption and problems are there, it is a beautiful place with the mountains there. You can find all the stats on it here on city data, that should clear it up for you.
