It is totally relative to where you are in TN compared to where you are moving from. For example, I moved here from S.E. FL, the taxes on my shoe box of a house on a postage stamp of a lot cost me $1,200 a year the last year I was there (1997). I understand now that that same house now has a $6,000 tax bill a year! The first house I owned in TN was 3 times the size house and on a 3/4 acre lot. I paid $246 a year in taxes. The last year I owned it (2005) the bill was $248. Now I own in North Johnson City, about same size house and yard and I pay $520 a year in property taxes. But that is county only, we do not live in city limits. $1,200 a year in property taxes for a 3/2 2 car garage 2,000 square foot house in the city limits is normal for the Tri-Cities, but each city/county is different.
Now to someone coming from FL, that is nothing. However someone coming from rural Montana, or Indiana or another state that has low property taxes, that may see high. Like I said it is all relative.

The best wat to go before the county is with an accurate appraisal. If you feel that the county has aver assessed the house, take your appraisal from when you buy it and show it to them. Having documentation from a non interested party goes a long ways.
