I have (many) problems, but the most relevant one is this:

Yesterday, I got a message from my brother saying that our parents had denied him food, yelled abuse at him, and said he had no morals for taking an extra breakfast sandwich at an honours breakfast. This is not the only abusive behaviour that my parents have shown towards Josh (brother) and I in the past, but I'm starting to fear for his well-being. Neither of us feel safe or welcome at home, which is in Atlanta, and I'm considering having Josh come up to Knoxville to live with me.

Josh is still in high school, but he turns 18 in November next year. I'm 19 (almost 20), and I'll be living in an apartment with my girlfriend next year. Josh will be a senior then, and I don't want him to have to drop out of school just because our home life is unsafe. I've started looking into local Knoxville high schools so that Josh can finish his senior year, but I don't know how to transfer him.

All of this has to be done without my parents finding out, because if they do then they'll stop me and Josh and probably punish us both worse than they have before. I also have to do this on my own financially, because my parents are currently paying for my tuition and I would like to have more than one year of college under my belt before I have to drop out completely to help Josh.

Any advice on how to do this would be welcome, because I have no idea what I'm doing. I just know that I can't let my brother keep living like this.

Georgia should have an 800 number for their Child Protective Services. You can remain anonymous. The case will be referred to the local county CPS department. Other than that your brother made need to hang in until he graduates and then move in with you. Good luck.
