ThatTNGuy,
Yes, there are many that feel the same way. I have been calling for assistance with the problem for over a month and have left message after message. I have received one call back, and that was from the SRO. I have heard from several people involved with juvenile court and a couple of deputies that they hear the same thing very often. But, they can't do anything about it, since the administration just refuses to listen. They seem to have that "boys will be boys" mentality when it comes to these issues. I have sent several e-mails today to people at the school board office, and left messages. Not one person has taken the time to reply. But, you can bet that when a male student decides to confront the offender, he is sent home for 5 days or more.
It's a crying shame when a kid cannot tell someone that they are being harassed and trust that something will be done about it. My daughter was told last week by two boys that they were going to kill her before the end of the school year. They got a "warning" for a no tolerance offense. That was about the 10th "warning" that they have received since the start of second semester. It's ridiculous.
It's gotten to the point that some of us parents have attorneys on retainer.

Not trying to start anything, but if there was a threat of you will die before the end of school and you do not report this to county and state law enforcement then what are you thinking. I have friends that are in the school system(including one of the SRO's), a wife that is PTO president and friends that are lawyers and know for a fact that this would not be tolerated. One other question, how do you know how many warnings have been issued? I know this information can not be released from the school system under Federal Law. If you send a message to Phil Bredesen that your daughter has been "threatened", I will say with 99.9999% confidence you will get a response. I would also move school systems if it is truly this bad. Talk to the county commissioners and tell them your story - I'm prretty sure they will arrange for you to move to another school.

No, that is a valid observation.
The sheriff's department has taken a report, but what happens at school has to be handled by the school. The schools and the state (county) have two different sets of laws and rules. The department also has copies of emails that my daughter received, and there is a report on that. I would like nothing more than to move to a different school, even if it were in Blount County. But, until we find a house that's decent and affordable, that's not possible. This is all coming from 2 boys. It seems that it would be a lot simpler if the school system would do something about THEM, instead of us having to go to the expense of moving our family. It would almost be like punishing my kids because of what two other people are doing. We home schooled through middle school, but I had confidence that the high school was better. Found out quick that I was wrong. I even asked myself if I was over reacting in the beginning, but when someone in the court system tells you that they get no cooperation from a school, it just justified my feelings. Their answer to everything is "We are overcrowded." Or, "We can't discipline children in certain programs equally because we can lose federal funding."
I know the kid who threatened my daughter has been warned because his mother told me when she called to find out just what was going on. Also, every time he and this other boy are called into the office, they brag that they only got a warning. One even insinuated that his mom did "favors" for him to get off easy. (I certainly don't believe that, as much as I dislike the way things are done at that school, I think the people there have a bit more class than THAT) She cannot control him. He does the same things to other girls. I can't even type on an open forum what he says to them.
I will say that the SRO at WBHS is fantastic!
Thanks for your advice about a message to Phil Bredesen. That may just work, and I hadn't thought of that. Until we can make other arrangements, I am keeping records of phone calls, emails, and such. I am trying so hard to reach a resolution without involving an attorney, but it just looks headed that way.

I just moved to the Knox area. But I would have picked Asheville in a heartbeat, too, if employment were not an issue!

I don't really see the appeal of Asheville. But I like Raleigh and Chapel Hill!
But then I also like Farragut.
