Looking for best flood insurance in Knoxville, Tennessee. Who are the insurance companies? Where are they located. Who are their agents?

Many agents deal with multiple companies. Not sure how it matters where the insurance company is located. I'm pretty sure none are in Knoxville.
Insurance agents are very easy to find. Finding a good one, takes a little work. Call several up and have a conversation, and ask about coverage and pricing. Shop around.

I have Liberty Mutual for my cars and home, but have Farmers on my rental property. It was a matter of $$$. I have had very good response with my claims with Liberty Mutual.

All premiums will be the same. Flood insurance rates are set by the National Flood Insurance Program (NFIP), it will cost the same regardless of the issuing company or agent.

Do most in knoxville metro carry flood insurance? Or just certain areas.? I lived in Houston in a non 100 year flood plain home.

Home was $400k in value and think insurance was about $400 per year. I moved 7 years ago without experiencing a flood but home was in 4 feet if water after Harvey forced s near by dam to be opened up.

You need to start here to understand about flood zones and how flood insurance works.

The short answer is it depends on where you purchase your home. But seriously, there is very clear information on here.
