I just found out that James White Parkway just closed for construction. I'll post an alternate way to get downtown in a minute!

Instead of exiting James White Parkway, you will exit Hall of Fame Drive. Apparently it just openned. I have been home for Christmas break so I didn't see all this happen.

Exit Hall of Fame Drive
Turn left on Hall of Fame Drive
Turn right on E Summit Hill Dr.
You will go over a bridge
Over the bridge, you will come to the intersection of S. Central St.
To the right, is the Old City
Stay straight on Summitt Hill Dr. until you reach Gay St. (not very far)
Turn left on Gay St. and this is downtown
You'll see the Tennessee Theater sign on the left
Market Square will be on the right near the big Christmas Tree.

Here is a detour map from the construction folks

You'll follow the green route on the map, until you reach Summit Hill, where you'll turn right.

You'll see that Summit Hill Drive turns off of Hall of Fame Dr. and goes over the James White Parkway (which is temporarily closed (the red road on the map)).

It isn't nearly as complicated as it sounds, I promise! There are plenty of signs as well. If you get lost, just go towards the tall buildings and you'll be on Gay St.

Keep in mind this not for pleasure but for relocation purposes, I like older historic cities, bikeable, walkable, and lots of water, or rivers. Also has to be big enough that there is still enough for a single person to enjoy....coffeeshops, bookstores, libraries, churches. Not into bar scene, but do not mind listening to jazz, or concerts in the park.

I might even look into Knoxville again!
