Im a realtor in the Johnson City area, but grew up in Harrogate my entire life and still visit my family weekly there so im pretty familiar with the area. Harrogate is going through a housing boom because of the growth of LMU. There is even a planned condo development, very strange in a rural area such as Harrogate.
Middlesboro has more of the commercial stuff, but almost no "newer" housing. Tazewell is much the same way. Harrogate has some newer developments, and Speedwell has one that is currently selling vacant lots to build high end custom homes. It just depends on your style.
