Knoxville is blessed with many great areas to live, as I's sure many people will chime in here. It really depends on what you're looking for, what kind of lifestyle you want. What kind of things, besides safety, are of major concerns to you? Schools? Activities? Pricing? Knoxville is a metro area that has several communities, each with a different feel and character to it. If you're just looking for "good" and "bad" areas, then generally east of Magnolia is considered to be a more "risky" part of town to live. More west, north, and south including Maryville has some great locations to reside with low risk. As with any area, some lower income neighborhoods will produce more crime than others, but can be easily avoided with the right knowledge.
Also, you may want to reference this website. It gives a full list of demographical information on all zip codes in Knoxville. Simply enter a zip code, and it will give you a full rundown of the area to compare against.
