Depending on what you're looking for, I wouldn't overlook the Washington Pike and Tazewell Pike areas outside the loop. Both have very nice areas, and there are quite a few rentals.
I'll see if I can get the name of the place where some friends lived in a nice townhome that allowed pets off Adair in Fountain city, or just west of Fountain City. They were brand new units....and pretty affordable.
Truly, the only "bad" part of Knoxville I've found is a VERY specific area of "east knoxville" and by "east" I mean....just east of downtown.

There are some neighborhoods "just east" of downtown that have their merits, Parkridge & Morningside come to mind. But they still aren't suitable for the timid. The "scary" areas IMHO are in the "middle east".
Anyhow, the OPs will be happy in fountain city. If you live on a ridge you might get a teeny bit more snow, but really if you want a snow experience the best thing to do is drive to the Smokies. I'll guess there are 4-6 weekends out of the year that you'll find enough for sledding.

Creeksitter, thank you for that information. We went to Gatlinburg for a family celebration for my Dad's b'day and we just absolutely fell in love! I can only imagine the beauty of the smokies in winter time and it's only a hop skip from Knoxville, now that's the bonus! =)

This is a new development down the road from the condos...between Central Ave Pike and Dry Gap Pike.

I have lived in Knoxville all of my life and we really did get snow. In 1993 we actually had a storm that dropped ~18” and the NWS classified it as a real blizzard. The next year we had a couple of storms that dropped 4-6 inches and 8-10 inches here in the city, after that not much at all. My wife moved here from Rhode Island in 1996, and still doesn’t believe me when I say we really did have snow when I was a kid. I do think that these things run in cycles, and I do believe that my kids will one day have a chance to go sledding in our own back yard.
I will say that when it is snowing in Memphis and Nashville, it will not make it here to the valley. And forget about the “wrap around” effect that they like to predict, never happens. But if it starts snowing in Atlanta, and then Chattanooga, head to the store because we are going to get some snow.
To get back on topic, I have lived in the Fairmont Blvd area for the past 25 years, and love it here.

It doesn't count. It was a freak storm called "The Storm of the Century" and other parts of the country had as much as three-and-one-half feet.
As far as the 4 to 10 inches go, I don't doubt it, but to a northerner that is considered a dusting.
Since I've been here I've only seen about one-half inch and even that was pushing it. The best part is that it melts.
