Well, they do. Funny thing is I do tech support for Comcast, although I am on "sabbatical" and obviously getting ready to cut out. Your internet will be a lot faster, out here.
The important thing to know is that it is not near the West Knoxville area. You may have a shot at this.

I will contact SCORE. We have them here as well.
We need to sell our place here, and the real estate market is tanked... so we have to wait a bit and see if it comes back. Hoping to get it on the market next year.
Really appreciate all your advice, knowledge, etc. It's helped me feel not so confused! I like the Knoxville area.

Bummer, Oak Ridge is out for me
I'm back to thinking of where to relocate. Oak Ridge has a big AKC Kennel club / dog training. Don't want to compete against them with my business.
So, I'm back to thinking again of where to go in Tennessee.

Picky, no, just stating what you want. As Hiknapster, pets galore all over, and west Knoxville, will support you best. Just visit any of the parks, and see all the good looking dog owners, and many places west, will put you within 30 minutes of Harriman, and the Hardin Valley area, has plenty of little farms, that size, with horses. You can even board them, and hyw 62 runs between Oak Ridge and on into Morgan county and Roane. The Oliver Springs area is close, but west is you best bet, and we just had a terrible closing of one of the dog grommers, as Im sure you read about the murder and then suicide. That property, will be offerred for sale, and put in in a great location. The Tanglewood Subd, would work perfectly, except prices run in the 450 range and up. Good luck, and just keep driving, and seeing all the areas.

I had not heard about the murder/suicide. How awful. Boarding horses, no thanks. Been there and done that and don't want to do it again. I enjoy having my own horses. Ran a 12 stall barn here for many years. Horse people are absolutely crazy and they are notorious for not paying their bills. I've found dog folks to be much better and pay promptly for their training

It's actually worse than a murder/suicide. The guy probably killed a few dogs, too.
If you come here and start up a business catering to dogs, you will hear all about it.

The thing to think about would be where you want your land. You get too far out due to your horses and you are gonna find that feed stores carry what your trying to sell. I noticed that Food City is also carrying a raw food diet for pets now.

You might consider
Loudon County. Lenoir City and Loudon are close enough to good medical facilities in Knoxville, both offer close proximity to west Knoxville, and you should be able to find acreage. Lenoir City appears to have more financial/employment stability relative to some surrounding counties.
