Those are great areas! I've been here four years. Haven't seen a gang, yet.

I moved here for good schools and a safe place to live for our young daughter. We were previously in swFlorida, which was an absolute nightmare.
We literally fled to Knoxville after much research.
Knoxville is beautiful. Lots and lots of friendly people that are kind, helpful, and fun. Lots of things to do. And the Smokys are just a hop skip and a jump.
You'll probably love the weather, too. You will have a very mild winter if you move here.
