Either what you're saying is going over my head or vice versa.

Hearsay is relying on what someone says about another or an event. It is not allowed as evidence in US courts.
The FBI has hard evidence.

I was referencing the opinion of someone who lives in Cocke County.
This part of the article made me laugh:

Going to UT football games to steal cars, for instance, was called "tailgating."

If you're referring to the person who just moved to Cocke County, then you are definitely right on.
It makes me sad every time I drive through Cocke County. It is stunningly gorgeous, but holy cow that place is locked in a time warp. Cocke County has not grown or prospered in 50 years. Newport has all the ingredients to be a first class town: historic downtown, beautiful little river, awesome mountain views. It even has interstate access (something Gatlinburg, Pigeon Forge, and Sevierville can't claim).
Cocke County is the poster child of how to squander good opportunities and drive away economic prosperity. It's as if Al Capone's country cousins set up shop in Newport and the locals just didn't care.

Very
well said. And is also my opinion. Time warp is exactly right. When I moved there 27 years ago I didn't even know places like that still existed. Took me three years to move on and out, but the memory lasts forever...

Downtown Newport is just ugly though. It would take a LOT of serious investment to get it to looking decent...
