I think it is safe. I've been to the zoo and that was fine. I don't know if I would walk around there at night! During the day it is very safe.

It's not really a park in terms of trees and wildlife, not at all in fact, it's more of an outdoor convention venue in very urban knoxville. Some convention type buildings on site, large grassy areas, and concrete walkways.
I used to attend the twice annual corvette festivals there when I lived on that side of the state.
Zoo is right next door but I've never been to it.
It's safe enough for conventions of $50k plus cars parked around the area I guess.

Its just ok. Located near the TN fairgrounds and near a number of " up and coming" neighborhoods. Basically, it is comprised of what was once the TN centennial fairgrounds.

The neighborhoods around Chilhowee Park are up-and-coming? I wasn't aware of that, and they sure don't look like it. Which neighborhoods are you talking about?
Tennessee's centennial fair was in Nashville, by the way, and the park (Centennial Park) is still there right across from Vanderbilt.
Chilhowee Park is definitely a misnomer as it's not much of a park; you can't go there and throw the frisbee, roll around with your dog, etc. It is where the Tennessee Valley Fair sets up shop, and as Dd714 said it's used more as a convention center now than anything else.
