I would guess because all the listings are on one site and they want you to pay for their service. Some people only buy foreclosures and a pay site helps them, whereas any MLS is free but you need to wade threw all the listings.
Now of course I am not in the industry of real estate so I could be way off base.

That makes sense I guess. I guess the folks that's just interested in foreclosures would pay the fee so they don't have to wade through all the listings...very time consuming.
