You'd be better off looking at Canutillo if you're looking to live just outside El Paso but still in Texas.
Sunland Park more often than not is probably a destination for those who have received a demotion, or a layoff.

TKO has the right idea about Santa Teresa. However, if the criteria stipulates that one can't reside in ANY residence out of Texas, then this is a moot discussion. Personally, I believe that rule to be asinine. I was offered a position at UTEP where there was criteria that one must be a resident of Texas, but when I told the hiring manager that I intended to stay in LC, he was fine with it. Places such as Santa Teresa are much closer to central El Paso than neighborhoods in NE El Paso, for instance.

It's a little town but almost getting to be a suburb because it's just outside El Paso city limits, about 10-15 minutes from the West Side and Northeast Side of El Paso. There are a variety of neighborhoods, some less affluent, some more affluent, some in the middle. Sunland Park is like a Mexican village moved over the border, Canutillo is hispanic but more on the assimilated side, more comfortably mixed. It's still in Texas since that is one of your criteria.

Sorry, I should read more carefully. The valley in Texas from Anthony to EP has a variety of nicer subdivisions as well as some areas that aren't so nice. A trip would be in order.
