Oh no misunderstanding, clearly laid out in the contract plus he changed the account into his name and all the bills came to him. When I contacted him he said "sorry, send me the bill". I am wrestling with kicking them out because they never call and complain and take excellent care of the property. In fact the wife even mops the sidewalks once a week. I check on the home every 6 months and it is sparkling clean. I did check the Clark County Records and saw that the Lien was still on there even though I paid it. Guess I need to make sure Republic cleared it.

Actually the house is responsible for trash and sewer. But he who owns the house pretty much has to clear the lien to sell it.

It is just like the HOA. It is not like a utility.

you're saying "water" is not a utility? then... the op should turn the water off ... see how fast it gets paid...

They need to have a Satisfaction recorded, that removes the Lien. Make sure they do it. I would go there in person with proof of payment, and speak to whomever is in collections. Get their name, title, etc and write it down in front of them. Give them your mailing address so they can send you the proof that the Satisfaction has been recorded. This is the little detail in bill collecting/liens et al that often goes unnoticed until you need a loan and all of a sudden find out there's a dang lien on your credit report that you know was paid off.

Now careful...some of this depends on where you are. In the City of Las Vegas sewer is separate. And is really not a utility...ie cannot be turned off...as is the case for trash in Clark County.

Other municipalities combine water and sewage and collect the bill for both as a single item...which can at least be turned off on the water side.

Note that combining them can cause problems...there are for instance tracts that have sewers and no water and some (more common) with water and no sewers.
