allowed on the premises when they are not working? Are they allowed to play at casinos owned by other management companies?

At the Venetian we can be on property during off hours however;

We cannot game with the exception of the poker room only
We are not allowed in any clubs with the exception of the two V owned clubs
We are allowed to game at other casinos, just not in uniform

Depends on the casino. Some of the smaller "grind joints" don't care. In fact I had the idea years ago when I worked briefly at the (then) Union Plaza that they wanted a chance to win back your paycheck.

Most major casinos won't let you gamble on any of their properties, but you can gamble at others.

I work for mgm-mirage, who owns nearly half the casinos on the strip. Here's the rules I remember from orientation.
You can game and do anything a normal person would do in their casinos except
you cannot be there within 5 hours of the beginning of your shift
cannot be in uniform
cannot play linked slots with big payout such as megabucks or millionizer

rules may be different for certain depts like slot technicians or dealers, not sure about that
I work in IT

As for playing at other casinos, they don't want you in uniform there, but anything else goes

The dealers who are also gambling addicts- they get a 20-minute break every hour, and they'd go and feed their paychecks into the video poker machines on break. Trust me- it happens (I was married to one when I lived there.....lol)- they were allowed to play slots/video poker in their casino, but not table games.

You'd be surprised. Venetian employees are not that stupid of course

But i've had to contact other properties for their employees gaming by us, in uniform.

A clarification... If I'm remembering correctly, dealers can gamble anytime, on or off duty (maybe it's only poker dealers?). Also, management is not allowed to gamble on premises at any time, on or off duty (other casinos are ok, though).
