I agree if a teacher is fluent in English it should make no difference. I do define fluent, for purposes of elementary through high school education, as being very adept at the language with very little accent. In college and graduate school, I think a different standard is fine, but for teaching middle school math, for example, I think a teacher needs to be understandable 100% of the time, and I am aware of situations where this simply wasn't the case.
