I've seen the "Driver Authorisation Card" which seems a bit odd to me, since its stamped "not Valid for ID"

Not quite sure how that works if you're stopped, "this is me" cop "well according to the card its not you...."

I don't think it matters if you're a foreigner as long as you can prove your have a valid Las Vegas address.
I live in NJ, own a house in Las Vegas and have a seasonal resident ID card. I showed my property deed and my utility bills for proof.

That is not Iowa specific. It is for facial recognition software. The same rule applies for passport photos; I was even told to tuck my hair behind my ears to get a better view. No glasses, no hats.

Good question, but my guess would be since seasonal ID cards weren't acceptable forms of ID for airports before there won't be any Real ID seasonal ID cards.
