She is hosing you a little bit. Ask to see the bills. Costs her about $25 a month.

My electric rounds out to 227 per month (balanced billing plan). Gas is 22 per month, and water, sewer , trash is about 100, but I have a pool, and a leak somewhere.

So all told about $350 for a single family home with a pool and a lawn.

My last utilities bill up here in North Las Vegas was $34.62. It includes 9k gallons water usage, sewage, trash pick up and SNWA fees. We do not pay a separate bill for trash p/u.

I have an older rambling 3000 SF single story. I peak at $650. But I average under $350. I have no gas so that drives up my heating bills a bit.

My AC units are also very old which probably costs more than $100 per month in the heat.
newer home like how new, and good systems like what

My husband and I have been looking at the Las Vegas area as a place to possibly re-locate to, but even if housing is affordable there right now, there is no way we could afford to pay that much just for utilities .
We live in a 3000 sf 2-story home. Our water (and sewage) fluctuates, due to the fact we have a pool, so in the summer we pay around $95, but the winter about $55. Our electric bill is $200 mo. on average but more in the summer when it is 120 degrees, which is the month of July. Then there's the phone, Direct TV, and any incidentals you may desire.
The temperature isn't that big of a deal, you will get used to it, in some ways.
There is also sinus trouble, which comes with living in the desert per my Dr. We are pretty miserable most of the time, and are moving this year.
Hope this helps.
