Case in point: We also live in a 2500sq ft house with a pool and exterior landscape lighting. Our July 2010 bill was $335 for 2626kwh. Our July 2011 bill came in at only $137 because we only used 1039kwh for the same period. Keep in mind that neither of us work so that when we're not out at the casinos, movies, etc., we're here. Moreover, we have three 20-year-old HVAC units cooling our house.

So, we too saw a $200 reduction in our NVE bill. And that $200 represents a 2/3 reduction from last summer. As far as I can tell, we haven't done anything different from last year, so the much lower bill has to be attributable to the a/c not kicking on as often due to lower temps during the day.
I don't get how you used so many kwh and still had only $137 bill! I don't have July yet, but June's was used 40 kwh and the bill was $170! Am I not seeing something here?

That seems awfully low to me -- I used 640kWh last month, and my bill was $97.

And I'm in the "Time of Use" plan. Most of my consumption was off-peak, billed at 0.079 per kWh. (Of course, they really sock it to me for the on-peak use. But it works out in my favor over the course of a year.)

Yeah, you're obviously looking at something wrong. NVE charges roughly 12 cents per KWH used (if you're not on a special plan), so if you only used 40kwh, your bill would have been about five bucks not including some minor service charges and government fees.

Oops, what an idiot...that was PER DAY. Total was 1312 kwh. Makes much more sense now.

BUT, as I was checking further, I noticed it said that we would be seeing a "new quarterly rate decrease beginning July 1st".

And not a single person here would be surprised either. Sad to think people have come to accept that the majority of people in charge are just thieves in suits.
