I just checked the tax rolls for Relfection Bay. Many of the western portions of the golf course still shows ownership by Lake Las Vegas Joint Venture, not Carmel. I think this is one of the issues that complicated the purchase by South Shore. However, one would assume it wouldn't take this long to adjust/convey the parcels to the proper owner. Maybe it does. I'm "wondering" if based on that email I posted above from another LLV Homeowner if the LLVJV and/or the city are dragging their feet and not cooperating on properly adjusting the parcels because of how Carmel handled the pump house situation last year?
Just as I was finishing my last post, my friend who is involved with the LLV HOAs send me the following email summary:
[LEFT]Hi Everyone. I was out of town and very busy for a lot of January & February but I made it to the Master HOA meeting in January which was pretty tame & basic. I also attended a meeting this past Friday for sub-association board members so here is a combined summary as well as a bit of LLV drama. The Master Board reported that there are balances totaling $428,000 in the LLVMA operating account and $5.2 million in the LLVMA reserve accounts. The ponds that LLV is responsible for along LLV Pkwy are being cleaned and maintained so if you notice that they are low or drained, it is because they are being worked on. Completion of the landscaping on LLV Pkwy will begin on (or around) March 3. The center median from the entrance to the roundabout will be xeroscaped. This will include the median areas that are currently not landscaped as well as the median areas that contain grass. Landscaping the bare medians will be paid for by the LID however replacing the grass is an expense that LLVJV will be responsible for since it is necessary due to the damage overspray from the sprinklers could cause to the road.
The The areas north of the second round-a-bout that are a part of that xeroscape project have been divided into two phases. The master board collected 5 proposals for phase I and the board selected Gothic for the job. Gothic (who is the current LLV landscaper) will begin work on phase one this month. All issues relating to phase II of the xeroscape project were tabled. Part of the LLV Pkwy project included installing that gravel walking trail along the road, however the gravel will be replaced with a concrete sidewalk since the City Council approved only concrete for that pathJ

The Loews hotel has been in default for a very long time and will be officially replaced with a Westin on April 1.
On January 3, the City Council approved the new plans for the development of Rainbow Canyon which will eventually include 3500 homes on the north side of LLV. It was approved as an ordinance and within 30 days the city should also approve the utilities and then the parcels must be divided and recorded with the county. (Then the land has to be sold to developers/home builders and then they have to build and sell the 3500 homes….) (If you did not receive my email from the meeting explaining the plans for Rainbow Canyon/Phase III, let me know and I can send it to you.)
Our security patrol has been enforcing no parking along LLV Pkwy in front of the waterfall since it is owned by the golf course and they are concerned with liability issues. Councilwoman Schroder hopes that when the golf course is not owned by Carmel there can be designated parking for pictures just like the “Welcome To Las Vegas” sign on the Strip.
A presentation was given by Republic Services on the recycling program that they have been testing and would like to implement valley wide. The program involves providing each home with two wheeled containers; an all-black one for trash and a black one with a blue lid for recycling (to replace the red, white & blue bins). While trash collection would be reduced to once a week, recycling would be collected each week along with the trash. Trash would only be collected at that point if it is the container and every other week would have a “bulky items” pick up for items that cannot fit into the trash can.
The program which must be approved by the City Council is on the agenda for March 6. After program approval the special trucks that pick up the trash and recycle containers must be ordered, built and received so the program would not be implemented until 2013. I asked on behalf of our part-time residents who may not be around to take cans in if bags of trash would be collected and I was told that Henderson currently prohibits trash from being put out in bags and although Republic collectors are currently willing to take the bags, they will be unable to do so do to the new truck design. It was suggested that residents ask their neighbors for permission to put their trash in their cans if they will not be around on trash day. I also asked if the master would be willing to provide a dumpster for part-time residents and I was told that the master had to lock their dumpster due to excess trash being put in their dumpster.
At the master meeting there was only one resident issue that I do not believe any of us on The Falls or those in South Shore. There were two couples who live in the north end of LLV in V who complained of the mess and noise made by trucks that are dumping fill into a “hole”. The complaints included the number of dump trips made each day, the noise the trucks create, the dust left in the air and the dirt and rocks left in the road by the traffic, and the damage that has been done to the road by the trucks and debris. The residents even claim that there has been some structural damage to their units as a result of all of the activity. Apparently what is going on is that there is a hole that I assume may have been a mine shaft in the Rainbow Canyon area which is being developed as phase III and part of the development includes filling this massive hole so that it can be leveled to some degree so that the parcel of land that it sits upon can be sold. The board has heard complaints from residents in this north LLV area affected by the dumping and did not have a response for these residents other than to tell them that the street would be cleaned and repaired as they had been told previously.
There were a few comments made at the master meeting about Reflection Bay and The Falls. The comments included that the courses are not being minimally maintained by Carmel and the board responded that there are pending lawsuits on how the courses will receive their water (the sources) and LLV is trying to enforce (drip) irrigation of the landscaping on the courses. Yesterday a concern that the dying trees and brush on Reflection Bay could be a fire hazard was raised. We were once again told that the master is reviewing maintenance enforcement options, but only for Reflection Bay. Reflection Bay is incorporated into LLV and is therefore held to the CC&Rs just like the rest of us while The Falls is not annexed into LLV. Annexing The Falls into LLV is an issue (like all others) that is being worked on.
Just days after this meeting however it came to light that Carmel notified the city that they will no longer maintain The Falls and Reflection Bay and that they will be requesting that the courses be rezoned for residential use. Carmel wants permission to sell the golf courses to developers so that homes can be built on the land. I contacted our City Councilwoman, Gerri Schroder, and she had the City Manager send me a response that I attached for everyone to read. Councilwoman Schroder has worked on many LLV issues between the residents and the master and Carmel. Since many of the issues involve lawsuits she cannot always comment or give the full story but yesterday when she was asked about the rezoning she said that it would be an issue that the City Council would have to approve and that that would not happen. I believe that this behavior may be a cry from Carmel for help from the city with ownership issues on the courses that make them difficult to convey. If you have any questions about the letter I attached or the golf course issues, let me know. There is a lot of complicated history involved with the courses and their ownership.
Interestingly, at the meeting Friday Councilwoman Schroder made a comment about sending the master some information so that it could be passed onto the residents. However, Patti Rosia responded that often times when she prepares something informative for the residents the distribution is prohibited by the master board president (due to litigation….? I hope). That may explain why the master is very uninformative.
Finally, the Master Association operation has moved once again back to 1600 Lake Las Vegas Pkwy. Dan and Terry from the DRB as well as Patti Rosia are located on the third floor of that building and can be reached at 568-7948.
The above was a great summary! Thank you Sam!!!! The only thing the mentioned letter stated was that Carmel has been watering the courses, something they said they would no longer do. It also discussed how the city and LLV will be monitoring the courses for possible violations and fines.

LLVResident, thanks for posting that all-encompassing update on what's happening around LLV. Very informative.
On a separate and not so nearly important subject, has anyone else become annoyed by the cheap-looking "paving" banner staked in front of the very stately and ornate Lake Las Vegas monument at the entrance? I can understand having it up while the paving was being done, but it serves no purpose now. Unless the plan is to pave the ring road around the north shore communities, the banner is meaningless. If LLV is trying to compete with the look of the trailer park communities along Lake Mead, keeping that banner up is definitely a step in that direction.

I run the paths of the Reflection Bay Course at least once a week. I would be really surprised if any of the vegetation on the course is being watered at all. If this persists into the summer, the danger of the course going up in flames is very real. Maybe that's their objective....
Also, the two golf courses have essentially turned into a free range haven for the local coyotes. They are all over the place. Last time I ran around dusk I encountered 3 within a period of about 15 minutes. Their den is apparently the tunnel next to the RB clubhouse.
In case you haven't heard them, they are extremely active and agressive at night. The number of bird and animal carcasses I see has increased 10-fold in the past few months. I've also heard rumors that a few small pets have been devoured as their owners watched helplessly.
My neighbors and I actually watched a 70 yr. old + woman toting a shotgun as she came off her back porch along the RB golf course. It's literally turning into the Wild West out here....

I saw a mention about the greens, they cover up the greens with some protective covering. If you dig under the stuff, you will see green greens.
The fairways grass goes dormant this time of year. Even if you water it, the grass is still brown until it warms up above 50 or 60 degrees at night.
I was in Florida recently and saw a golf course that was abandoned in Boca Raton. (Boca Del Mar course) It looks terrible. Knee high weeds etc. I was actually thankful at how good the LLV courses looked compared to that course.
I think the banner will stay up until all of the work is completed. The "paving" encompassed not only paving, but landscaping, lights, sidewalks etc. As the landscaping got delayed so long, I think it was a better perception for new guests realize construction is still going on.
I'm actually sitting in the club house of a golf course on the edge of the ocean where the temp at night reaches mid 40s. However the greens are actually green. So I'm a little confused as to why we should accept the excuse that LLV courses are yellow due to weather.
I don't know much about golf courses but my eyes are telling me that the reasoning of the temp is not really a good one.
