I'm sure it's been at least a year since California banned cell phones. Most Californians I know are already Blue Toothed or are at least aware that other states have also enacted a similar law. The last time I had visitors from CA, they called before they left and asked if they were allowed to use their phones in Arizona. I live near the M, and several times while getting on 15, I have seen the cops lined up by the on ramp. Once I have gotten on 15, there is usually 10 plus cars pulled over, most of them from California.
