The "underground" cost of a cab license in Vancouver and NYC can be as high as $600K.
Cabbie costs climb across Canadian cities - CBC News

Does anyone have an idea of what they are trading for in Las Vegas or if it is even legal? Some have led me to believe that the individual here in LV, gets hired by the cab company and does not have to deal with the licensing himself.

True. The medallions are owned by the cab company. I don't think we have any LEGAL owner/operators.

Drivers have to be licensed individually but it's a couple hundred bucks. Some cab companies pick up part of it and others don't.

There are no legal independent cabbies in LV...there are illegal Gypsy cabs though.

All of the cabbies here are employees and work for a percentage of the meter plus tips...tips make up half of the 10-14/hr total that they make...side money is where the cabbie gets ahead...

One problem is that the IRS automatically adds 10% of your meter pay then taxes you on it versus asking for tip reports.
Another issue is that tipping is an American thing ...most tourists are not aware that it's part of the cabbies income.
they own or rent the cabs and get all of the meter money. They also figure that it only took five minutes for thier ride so they assume that means the cabbie must get 30 rides per hour times the fare they just paid...they don't realize that the cabbie would be ehappy to even get 30 rides in a twelve hour shift...cabbies must wait for up to an hour in the cab line waiting their turn to pick up.

I still think It's ridiculous to pay $35 for a 10 minute ride, hell the only time I would pay that amount if one of us was naked.
