There's a dirty joke in here somewhere.

Seriously though, I read an article that said that there is a range for programming and commercials. The commercials just hit the top of the legal range while the television shows don't tend to scream at you, except when, you know, someone's screaming. (Think Law and Order).

I bought a thingy on line that plugs into my TV and transmits the audio to a set of earphones. That way I can listen to TV as loud as I want and nobody else hears a thing. Picks up radio signals too.

Perhaps the advertiser wasn't paying attention and didn't purchase enough time for the full broadcast of their advertisement? You'd hope that the person selling the ad time would have pointed that out to the client, but you never know.
I haven't noticed that except on rare occasions. But there are a lot of reasons why they might "cover" certain commercials. For instance, one might be that the buyer at the ad agency doesn't want the spots to run in certain markets, so the network, or station, or probably the cable company too, is free to run a local spot. In the case you mentioned, they might have to cover it with a non-paying spot such as a local promo or PSA. Depends on lots of things. But, it's not always easy to do that cleanly so you catch a blip of the spot being covered.

Cable isn't under the same restrictions as broadcast TV, so I can't speak for them; but local TV stations can pay large fines, and/or lose their license if they clip either the programming or commercials from the network. Especially if they don't report it to said network so the net can deduct the compensation from their network comp payments to said local station. That's called fraud and it is the main reason why DonRey no longer owns Ch-3. And that is a long story that I was a part of for many years, and would be happy to tell y'all about it sometime.

Cable doesn't fall under the strict rules that TV and radio stations do because the later broadcasts in the public interest. In theory, the airwaves belong to you and me, and stations are given a license to broadcast in our interest. Cable is not broadcast over "our" airwaves so they don't fall under the FCC regulations set up for free over the air broadcasters.

But cable is subject to whatever rules govern fraudulent business practices. Besides, messing with advertisers is a good way to go out of business. Of course, one of my many pet peeves with cable is why they are allowed to run commercials in programs that we are paying to watch anyway.

I am sick of commercials in general... and not because they are loud.

I was watching some damn movie some damn night, and I counted Eleven commercials during a break... I put my foot down at five or six. needless to say I didn't finish the movie.

Hows that for marketing brilliance.
