Since it looks fairly thick and there are three places where there may by lights I'm guessing it's a freeway/interstate is closed sign that only operates when there is a detour or slow traffic, etc. That painted symbol looks similar to an interstate symbol. The center area is large enough for a three digit number and the other two could hold closed, detour, etc.

Or something like that.

Edit: I looked at that black "painted" symbol and I think it lights up as well. It looks to be a combination of two symbols.

I was thinking police badge inside an interstae sign.. maybe signifies an accident on the freeway? I'm assuming they don't have checkpoints..

I see these signs all over vegas, there is one at the corner of Decauter and West Flamingo, this one is Decauter and trop, but I see them all over..

It's probably a way to verify registrations or insurance. Click on plate and then get a ticket in the mail along with a notice to send in the plates. Don't worry everything will be fine once you pay the fine.

It may be a sensor for when the light changes. They can set the length of the time before the light changes by this sensor reading your car and how long it has been waiting. This is used for late night traffic when it is light and cuts down on people driving through red lights because no car is in site and they are just sitting there at 3:00 in the morning waiting. Other wise beats the hell out of me.
