If anyone here saw the movie Django Unchained you would really appreciate how justice was simple back then. If it would be so cost effective to put a wanted poster of this person and offer someone 35K (or a bounty hunter) and bring this person in dead or alive. This person would have been caught already and probably would be delivered in a coffin. This would not only save money but it would really prevent people like this from engaging in criminal activity if they have to watch their backs for bounty hunters on their tails.

Rappers family intends to pay the victims family supposedly.
Apparently Mr Cherry came from a fairly well off back ground and had no reason/business to put himself in that kind of lifestyle. He chose it.
Go to college young people. No reason at all a young intelligent man can't get an education. Perhaps Cherry had one, I don't know that he didn't.
