No, that's not true at all. If the actual temperature is 35, even if the so-called wind chill makes it feel like 20 to humans, water will not freeze. The only thing that wind does to inanimate objects is allow them to cool faster. But in no case can wind cause things to cool below the actual temperature.

my suggestion was to help prevent the wind from reaching the inanimate object to slow down the cooling process of the H20 or causing condensation which will freeze faster than liquid water snow flakes are a good example but back on subject do not wait until it is freezing to protect your pipes!!!
