What kind of work is it? Some types of jobs are typically harder to fill. But I have to agree that Las Vegas has an abundance of flakes. I was pretty shocked by that when i moved here the first time, but realistically ... it's a town with a high demand for unskilled labor and that alone attracts some interesting players.

Try Nevada Job Connect.... they seem to advertise for all kinds of jobs and all kinds of employers.

Maybe through UNLV or another school's job fair and employment services? I got my current job through a job fair at my university. The program I was in was a perfect fit for the job and it's worked out great. If there's a certain educational track that fits your ideal candidate I would check with that school.

I'm retired from here: Nevada Department of Employment, Training and Rehabilitation

There are different ways they can help. But be advised that there just isn't any employer loyalty anymore. People go from job to job with no thought of doing harm to businesses. People just don't expect to work at the same job for life anymore. They expect to have dozens of jobs in their lifetimes now.

It goes both ways, there isn't any employee loyalty anymore either. Especially in this economy. I hear employers saying "if you don't like it, there are thousands waiting to take your job" all the time. I'm not sure which came first, the chicken or the egg, but it sucks.

There is even a touch of this by the OP:

Really? You reimburse your employees for their business related travel and supplies they furnish your business? I really hope this is not what sets this business apart from the rest.
