When I had my Australian Shepherd, I never had to worry about pigeons. She would not tolerate violations of her airspace. Birds, police helicopters, planes from Nellis ( we were in the Nellis flight path) but especially pigeons.

My friends put PVC pipes around the top ledge of their hot tub. Just 4 feet and connecting poles. The pigeons can't stand on it, and eventually lost interest in the entire back yard.
