Plan A- If the children are climbing the wall, I would suspect there is something for them to climb on next to their side of the wall. I would ask the parents about it. Let them know you are concerned about the children falling over and getting hurt
Plan B- Maybe a few dabs of high temperature grease on top of the wall, not enough to be obvious, but enough to get on their arms and clothes. Eventually they will avoid the wall. There are of course risks with plan B that need to be considered.

If this doesn't work, put a fence hot wire on top of the wall. When the kids get zapped a couple of times, they'll probably stop trying to come over.

Tell the neighbor that you're concerned that the kids touching the top of the wall may technically be a violation of your parole, and that you really don't want to get 'rolled-up" for a violation that sends you back to complete the original 50 year sentence.

I didn't see anything about any glue. It just has spikes to discourage climbing on or over the wall.
