They have to buy chip sets with a set theo payback and to change the payback they have to insert another chip. I guess someone could try to hack it, but all the slot manufacturers have gaming licenses to protect so they will be very protective to make sure this doesn't happen.
Most tribes offer quite good odds and compete on having good payback because word gets out among the better customers, plus not paying gaming tax in most cases means their interests are in getting you to come back often. If you tried to pay 50% back customers would disappear quickly.

Love this, casinos are finally waking up to the fact that something is 'wrong' and are sending out questionnaires to try and figure out why. As someone said though it will make no difference, because the people at the top will never admit they made a mistake, they'll blame the people at the bottom for not explaining to the customer how resort fees are a good thing for them, and what a great deal they are....
