Underwear, bra if female, shirt, pants, socks, shoes, jacket. Maybe a hat. Just likes others have said, wear what you always wear at home in this weather.

Most of the time I wear jeans and flip flops with a light jacket. If I am going out someplace nicer, cowboy boots and a flannel. It isn't very cold here, and it is only cold for a moment going from the car to the store. I see people bundled up like they are in the arctic...

I wear shorts and a t shirt almost year round, except in February where we got very little sun and it was cold.

My winter uniform is either jeans or sweat pants with a tee shirt or long sleeved soccer shirt. Much of the time they are sticking needles in me so I avoid the long sleeves.

I still have a parka or two from my days in up state NY...but I do not think I have worn one in years.

if called upon for a long stretch outside I have a leather bomber jacket. Wear it two or three times a winter.
