I think if I was a sheriff and wanted to look good I would also pull out a statistic that suggests crime is down. Or do you think it's better to come out and say crime has gotten out of control and I'm all out of ideas?

It is matter reported to the FBI every 6 months. Not impossible to cheat on but one would expect that the cheating would be consistent from year to year. And the best number was not a cheatable one. Homicides are a public record.

I would also note the some are simply unable to accept good news. Got to be cheating!
