We are closing on our home on 10/14/19, can I use that address to obtain a drivers license?

Where are you living until you close? I don't think you can because need proof of residency such as bills or agreement signed. You have 30 days to change DL but if have a temp address, you should be able to just keep CA one until close. If needed to use temp address, the cost to change address on the DL is like $4.

You need to meet all of the ID requirements on the DMV website. Go there. If you have the items from each category, the answer is yes. If not, then you'll have to wait until you do.

The DMV site has a good page for new residents. Found very helpful when I had to get my DL and registration last week.
