When we were in the apartment it got to be about $175 sometimes up to $200.00. I would go and talk to the apartment complex and let them know what the issues are, and see if they can come up with something for you. Maybe moving to another unit, since they have not rented the unit below you! Probably won't work, but it is worth a try!

I was experiencing the same problem. AC unit is running fine. Cold air is coming out of the vents. Filters and coils are clean. So I began to think cold air was getting out of the house somewhere. Remember, hot air rises and cold air drops. I have French doors in my living room leading to outside. Turns out, there was a small gap in the weather stripping between the doors. The dogs had torn it off. I walked outside and put my hand next to the gap and I felt nothing but cold air pouring out. Since I didn't have any extra weather stripping lying around, I stuck a folded paper towel in between the doors where the gap was. The next day, the temperature in the house had dropped nine degrees. It's important to mention the gap was very low on the door (dogs). The cold air was actually funneling to the gap. There's no telling how much cold air we lost before I realized this. I went around the house and used towels and blankets to seal off the bottoms of the doors. It made a huge difference. The other thing I would suggest is keeping your shades and drapes closed while the sun is out. Don't use your oven. Use fans to circulate the cool air to different parts of the house. Hope this helps.

Many houses have the floor plan with bedrooms above the garage. I guess these bedrooms could become ovens with the over-heated cars right below.
