The data might not show anything significant, but I would say yes.

I see so many people, at all hours, crossing lines and driving like they are on drugs or alcohol (and they are)...

Like I stated earlier, this city is stressed out of its mind, with the 24 hour gaming, drinking, whores, pawn shops, and now with unemployment so high, its almost crazy to move out here unless you have something good lined up.

In other cities, I just don't see this crazy driving.

I would think it plays a part as well as the fact that the law doesn't go after the establishment (mostly casinos) that serve a visibly, intoxicated person like they do back East.

You only need to lift a rock in your garden and all the personal injusy attorneys will come scampering out.

Honestly speaking I doubt that 24/7 alcohol effects rates at all. It just moves what was going to happen to another time. In Atlanta when bars were open until 4AM, there were wrecks at 4:30 as well as other meyhem. Now that the city makes bars close at 2AM, there are wrecks at 2:30 as well as other meyhem.

Most of the people gambling in a casino are usually guest of that hotel or the hotel next door. The police have no way of telling who is a hotel guest and who is driving home.

So... if you're a guest of the hotel and you're drunk out of your mind, it's okay to continue to serve a visibly inebriated person? Just because your a guest of the hotel doesn't mean you won't venture to some strip club or elsewhere at 3 in the morning! What's the reason for the TAM classes/card, which I think is nothing but a money making scheme? Back East when a person involved in an accident is drunk, they investigate to try and determine what bar/tavern they were served in, especially if there's a loss of life.

It's one of the dozens of money making schemes. In my girlfriends class they just gave out all the answers to the test and flew through the material in 10 minutes.
