Yep, a positive 16% on apartment ratings (of course these are always biased to the negative, but thats' pretty damn extreme). As well as only 1 post by the poster..definitely spammer.

Lets see:
1) I pay property taxes for roads, community centers etc.
2) I go to an HOA and pay property taxes for roads, community centers etc and HOA fees for roads, community centers etc.

ummm why do I want double taxes/fees?
