If College Heights is where I think it is, I'd pass. It's a bad neighborhood. Actually any house in that price range in Las Vegas will be in a bad neighborhood, so asking if it's a good area is moot. But if you don't mind that your neighbors houses are rundown, their grass is long dead, and cars are jacked up on blocks in the front yard, then go for it.
There is West Las Vegas and there is the western part of Las Vegas. West Las Vegas, AKA: Old Town, west of downtown, is a predominately black community due to the fact that before the early 1960's, black people were not really welcome in other areas of town by the boys who operated the casinos and ran the town.
In the late 70's/early 80's they moved U.S. 95 west of the Tonopah Highway (Rancho Road ─ US 95 North) and started building homes west of that. But it isn't what we call Westside or West Las Vegas.
