I live in a high rise(2 bedrooms) and the electric in Winter is $30-40 in Summer(A/C at 74) $70-80.

How old is your house, do your water pipes run over the attic, or in the concrete slab?
I'm thinking SLAB LEAK, if your water pipes are underground, you could be losing hot water (from the electric water heater) as a hot pipe is leaking underground you don't know about.
That would make the water heater keep the heating elements on 24/7 as water is always running though like your hot shower is always running, and eat you out of $$$ for electric.
Is the water bill high?
Turn off ALL water in your house (don't turn off the main water valve though), then go look at your meter and watch to see if the little "triangle" is spinning around in circles with everything off.
If it is, you probably have a slab leak, and need a plumber.
If it's not this, I have no other ideas right now.

The triangle is right above the needle in this picture, watch it for about a minute at least, the triangle could be moving way slow, if it turns any, you will know!

I'll try that. I dont know exactly what they water bill is monthly, but I think it was 20-30 a month. Problem is I dont keep track well enough, which is what I'm beginning to notice. What I usually do is when I get around to paying bills I pay months in advance, i.e. I sent $1000 to the cable company and figured they'd let me know when I owed them more.

I talked to my neighbor yesterday and he pays a third of what I pay, but his stove, water heater, and dryer are propane which runs him another $100. That said he has a wife, 2 kids and the inlaws always appear to be there.
