As a small business owner, I will have a position with very particular requirements, including a specific foreign language and certain unique/advanced qualifications.
Is it possible to hire a foreign relative and apply with the government for a work visa for this person if they are a first degree relative?
I am not sure what legal restrictions exist for a situation like this.

It's not relevant that the worker is related to you. They have to qualify for the H1B visa and you as the prospective employer have to prove that the position can't be filled by a US citizen.

I thought that if the employee is related to me, the case I would make would be discarded by the government from the start, under suspicion that I am just trying to get my relative here.

I don't believe there's anything on either application which asks about any familial relationship - but there's a link to them on the USCIS website so you can check that.
