Hi, I am resident of USA and I want to apply for green card for my married kid who is over 21... is it possible for a resident or i need to get citizenship? if its possible, how long do I have to wait?.. do I apply through agency or lawyer? and what is the expected cost for each? Thanks.

As mentioned you cannot apply for a green card for your child since he/she is married. If you become a citizen you can sponsor your child for a green card. Unfortunately though it takes a very long time to get a green card for children over 21, sometimes as much as ten years.
Once you are a citizen and can apply for your child you can do all of it yourself. You never have to use a lawyer or an agency in any immigration case. Some people choose to do so because immigration law and procedures can be quite complicated and they need help. But if you do your homework and study up on the law and proper procedures you can definitely do it yourself. It's really not that hard. It's of course a lot cheaper to do it yourself. Many immigration lawyer will charge around $2000, or more, to help you apply for a green card. Either way you will have to pay the filing fees to the USCIS to file the required forms. I can't remember off hand how much it is to apply for a family based green card but if I recall correctly it's between $1200 and $1500.

You can do it as a citizen but because he is married and over 21 the wait time would be around 10 years.
