You petition them for a spousal visa via the I-130 form, once approved s/he then applies for the visa. Takes a couple of years for a greencard holder from filing to interview.
Like someone stated...apply and wait for a nuber to become available and meanwhile your spouse has to either have a visa or stay abroad. It can take years before he has an A number available or wait until you become a citizen and then apply or do both.
How much longer do you have left as a permanent resident before you are eligible to apply for citizenship? It might be quicker for you to first obtain citizenship before trying to bring your spouse. Note that I know literally nothing about this process, but for other immigration processes it is almost always faster when one of the spouses is a citizen (whether born here or naturalized).
I don't know your or her age or why you want to be here, but is it possible that she might come here on her own under a student visa? That wouldn't guarantee her a greencard in the future but it would allow her a visa very quickly so you could be together and you could try figuring out the situation once she's here, albeit it's not the easiest process to transition from a student visa to an immigrant visa.
