We have a very close friend who lives in Kiev, Ukraine who has repeatedly been denied a travel visa for the past two years.

She has traveled to the US and retuned to Kiev on several occasions. She has something called a Schengen visa, that allows her to travel within the EU, although Ukraine is not a member.

She has no criminal record. She is employed. She is married. She owns a flat. She hold not one, but TWO masters degrees

WHY are they not permitting my friend and her husband to visit?

They gave no reason. The American Embassy advised her to "travel more" - (not in the US)

They probably believe that with their age and income and home country profile they don't have enough links to make it likely that they'll return to the Ukraine.

Why do they keep applying if their material circumstances haven't changed in two years?

Well, she just wants to visit us first for a few months, and then return.

Why can she not visit close friends from he US?

Why would a multi-lingual, very employable, heathy and well educated person be denied a tourist visa?

We have already written a letter stating that all of her needs will be cared for in the US. She will not attempt to work here.

Employed and married and planning to spend several months in the US while the stay is being paid for by by someone else. Flag!
Multi lingual, educated, very employable from Ukraine. Flag!

Numerous B2 applications without changes in circumstances such as binding ties. Flag!

Property in the Ukraine and blood relatives - not trying to sound judgemental but it is not prime real estate and most immigrants legal and illegal have blood relatives somewhere.

A Flag of what? She has a job. She's not looking for a husband - she has an education, she isn't seeking welfare. Why would her visit be a danger to the people of the United States?

Our government requested a letter from us stating that she has her own money, she would be staying with us, and she would not need or seek employment for the duration of her visit.
Why on earth is being multilingual be a bad thing? Most Europeans know at least two languages.

We haven't seen her in a very long time, and we very much want to met her husband.

Few months? How is her employer letting her to leave for few months?
You have two choices:
1. Go and visit her in Ukraine.
2. Tell her to get a visa to Mexico and meet her at a border city.
