Both the US and Canada require you to report worldwide income at tax time. You cannot exclude income from one country when reporting in the other. That would put you in a lower tax bracket in both countries. I wouldn't advise cheating on my taxes with both the IRS and Revenue Canada.

My advice is to decline your mom's offer and let the PR card go to someone who really wants it and will use it.
