First off, you are on the wrong forum. Allentown is 60 miles from Philadelphia so you might want to post your question on the general PA board.

Regarding your question, there are some bad sections of Allentown but I don't think I would call them ghetto's. Not like the areas around Temple in Philadelphia where lots of houses are boarded up.
