Man o' War Blvd. was designed to function just like Tates Creek Rd.(inside New Circle Rd.) and Richmond Rd.(inside New Circle), or Harrodsburg Rd.(inside New Circle) and Versailles Rd.(inside New Circle). It is to carry high volumes of traffic but not at high speed, therefor there are no driveways to impede flow of traffic.
It was never intended to be another New Circle Rd., that was to be the Outer Beltway which was eliminated from the plans at the publics request.

True but you cannot deny that eventually Lexington is going to need some sort of outer beltway to handle traffic outside of New Circle Road.

An outer beltway would cut through the horse farms. I don't see it happening anytime soon.

I believe that the need was there at the time and is still there. I also think that the public made a mistake of not looking as far ahead as the planners they hired. At present, any Outer Beltway built to the standard of the Interstate system would have to be a regional project.
