Rather confusing that London would be ranked third for friendliest locals and then second for unfriendliest locals.

LOL people in Moscow are the mosot unfrienliest in the world and that is a fact.

I guess the level of expense to any individual depends on the relative strengths of their currencies, so London is more expensive to an American than it is to a Brit.

Moscow is not so big a deal to us, but it may be hard for many locals.

I agree with that completely, there are both! You either get trampled in the rush for the train or helped until you just want them to go away.
