I use Fire Island Fuel Oil and they seem to be one of the cheapest around. Obviously if you don't have a contract it will be cheaper per gallon as it increases. They also do COD.
Someone told me a reputable oil company will not charge for a service contract. Does anyone else agree with this and what exactly does a service contract cover (i.e what should I have/not have to pay extra for)?

Don't agree with that. Each company makes their own rules - make sure you compare apples to apples, and pay particular attention to the exclusions
